I

INTRODUCTION

1.1. ISSUE BACKGROUND

Indonesia
is one of the countries which has a large population in the world reaching for
263.846.946 million of people. Based on the data, Indonesia is ranked fourth
with the largest population in the world. Indonesia is also a country with the
largest population Muslim in the world, it almost million people of Indonesia
is Muslim. Located in Southeast Asia, Indonesia is an agrarian country because
it is located in the tropical area, Indonesia is also an archipelago country that
consists of 17.504 island which reflects the number of an ethnic group in
Indonesia.

Indonesia
is also a developing country which makes this country has so many complex
problems, one of the problems is the number of the largest population causing a
food crisis. It makes Indonesia cannot separate from the poverty problems which
is increasingly and difficult to solve it.

The
poverty is not only a lack of food problem but for some people of Indonesia, it
has reached an extreme level of depletion and the lack of food. The poverty
causes a high crime rate and declining standard of living. It makes the country
considered failure in prospering the citizens, the poverty also causes the
citizens cannot get the education, foods, health, and decent occupation, so the
poverty becomes the main problem of any problems that occur.

In
this paper, the author tried to explain the definition of poverty in general
and the understanding of poverty according to some experts, the factors,
Pancasila perspective, civic education, and provide solutions to overcome the
problem of poverty in Indonesia. With the intention to find out what the
poverty is, in order to reduce poverty and prospering the citizens without
feeling a poverty.

II

DISCUSSION

2.1. Definition of Poverty

In
Kamus Besar Bahasa Indonesia,
poverty means having a property. The poverty is also unable to offset the basic
level of life necessities such as the clothes, foods, and low incomes levels.
The poverty is caused by the lack of the knowledge about education that causes
the people cannot fulfill the requirements of the occupation.

The definition of poverty according to some experts:

·       
Friedman

Poverty
imbalances are an opportunity to derive the basic social forces, which include:
assets (land, housing, equipment, health), financial resources (income and
credit adequate), organizations can be utilized to achieve common interests,
social-political networks, knowledge and skills and also useful information.

·       
Suparlan

The poverty is a low standard of living due to the lack of
material on a number of people when compared with the standards of living in
the surrounding community.

·       
Hall dan Midgley

The poverty can be defined as the condition of material and
social causing someone living below the standard or a condition which is
someone experienced the relative compared with someone else in the community.

·       
Bappenas

Poverty is a situation of
deprivation because of the circumstances that cannot be avoided by a person
with the power he has.

2.2.
The Factors Cause The Poverty in Indonesia

1.      Human
Resources are still low

Human resources are one of the main factors in
reflecting the existence of community whether it is prosperous, poor or not.
Human resources are also the main factors to determine the welfare of a society
in a country. If a country has good and qualified human resources, it will
produce a good quality community as well, because human resources itself is a
basic need that must be owned by each individual to recognize its potential.

Why human resources become one of a factor that
causing the poverty in Indonesia? In this case, the main problem in poverty is
still a low level of human resources which is caused due to lack of knowledge
and technological developments. Making Indonesian cannot recognize the
potential of the resulting poverty in Indonesia.

2.      Low
level of education

Then, one of the factors that cause poverty in
Indonesia is education which is still very low, education has a relationship
very closely with human resources. So, there should be special concerns from
the Government to deal with the problem. If it is not handled by the
Government, so, the poverty will continue to happen in Indonesia.

3.     
Inequality
of economic and construction

Economic inequality is caused by the differences in
economic growth in every region in Indonesia. It caused the economic growth and
the equitable distribution in Indonesia are still not evenly so that it makes
the construction in Indonesia is not equitable too. It also can cause the
isolated areas cannot provide the occupation so that can lead an unemployment
which is can cause the poverty. Ideally, if the country wanted a prosperity of
the society, so the economic growth and development must be equitable in all
areas, then the other thing is the lack of consciousness of society Indonesia
to pay taxes. Even though the tax is the main source of State revenue devoted
to developing countries in terms of infrastructure, financer, and also the
prosperity. The existence of this issue can cause the poverty problems
Indonesia.

4.     
The
number of population

Population in Indonesia has become a classic and
complex problem. A large number of population can cause a competition in
survival, criminality and the density of the applicant work. If a number of
population is developed properly, it would be an advantage for the country. Today,
Indonesia has so many populations but it becomes one of the main factors in
poverty in our country. It can be seen from a large number of Indonesianis
still not getting a decent livelihood and economic disparity that caused
Indonesia is categorized as a poor country.

2.3.
The Poverty According to Pancasila

Pancasila
as a national ideology that has given a positive impact on the people of
Indonesia. With Ideology of Pancasila, the society of Indonesia can live
harmoniously and also the unity of national can be maintained while Indonesia
has so many differences between tribes and cultures. According to Pancasila
Indonesia has a good aim to realize the prosperous and righteous of societies
that material or spiritual values based on Pancasila. From the definition
above, Pancasila can solve the problematic issue which is happened in the
society.

However,
in the fact that Pancasila is still not really run with aligned nation life,
State, and society. So, there are still many issues that have yet to be
resolved. One of them is poverty in Indonesia. Poverty in Indonesia did not
occur due to the passage of Pancasila 2nd and 5th principle. On the 2nd
principle of Pancasila is “Justice and civilized humanity”, systematically it
means imbued by 1st principle and also the next principles. The principle of
humanity as a fundamental foundation in the life of the state, nationality, and
society. The value of humanity is based on an anthropological philosophy that
human nature is the composition of nature (soul) and body, the nature of the
individual and social beings, the position of the private nature of the
creature stands on its own and as a creature of God Almighty.

On
the 2nd principle, contained the value that the state must uphold the dignity
of human beings as civilized beings. Therefore, in the real life of the states,
especially in the state’s legislation that must realize the achievement of the
high human dignity especially the rights. Human as the human rights must be
guaranteed by state legislation in which there is a right to a decent living.
Consequently, the value contained in the “Justice and civilized
humanity” is a state that has to uphold the dignity of human beings.
Develop mutual tolerance, not arbitrary humanity and uphold human values
(Darmodihardjo: 1996). Then, the values should be spelled out in all aspects of
life including that aims to prosper the people of Indonesia so that if a 2nd
principle of Pancasila executed and aligned well then, the poverty in Indonesia
will be resolved.

Subsequently,
the next precept which causes poverty in Indonesia is the failure of
Pancasila’s 5th principle”Social Justice for All of the People
Indonesia”.This implies that the State of Indonesia is a country that aims
to achieve a welfare for all citizens of Indonesia. In the other words,
Indonesia is a welfare state, a country which has principles to achieve
prosperity in the life of nationality. The value enshrined in the precepts of
social justice for all Indonesian people is inspired by the first precept to
the 5th principle. In the 5th principle is containedthe values ??that are the
goal as a goal of living together.

The
consequences of the justice values that must be realized in living together
include 1. The distribution of justice,
it is a fairness relationship between the justice of state and the societies so
that it can be defined that the state that is obliged to fulfill justice, and
the welfare of rights and duties. 2.
Legal justice, namely the citizens who are required to meet or comply with
the state. 3. Commutative justice,
the commutative justice is a relationship of justice between the society of
Indonesia to another reciprocally. From the definition above, the 5th principle
has great influence over tackling poverty in Indonesia. But the reality, the 5th
principle has not been well run. So, according to the perspective of Pancasila,
the poverty is caused by the ineffectiveness the 2nd and 5th principle of
Pancasila.

2.4. The poverty according to the
perspective of Civics Education

In
essence, civic education is an educational method derived from the values of
Pancasila as the nation’s personality and the understanding of the constitution
of the 1945 Constitution and the applicable of law, in order to improve and
preserve the overall morals and behavior of society that originated in the
nation’s culture that existed since time immemorial. Thus, this Civics
Education has a big share in poverty alleviation in Indonesia.

The
poverty according to the perspective of Civics Education is caused by the
inexistence and lack of understanding of the people of Indonesia in applying
Civic Education properly. One of them is the failure of UU No.13 Tahun 2011 on the handling of the poverty accommodated by the
state, but in the reality, the government is still close the eyes with the
problems of the poverty. Then, it is also due to not running well of the
constitution chapter XIV about the National Economics and Social Welfare which
contained in the pasal 33 ayat 1-5
with the conclusion that the national economy is organized on democracy and the
maximum prosperity of the people. Then, in pasal
34 ayat 1-4 the state guarantees good public service facilities. So, it can
be concluded that the poverty from the perspective of civics education is
caused by not running well the constitution from the government and also the
society. 

2.5.
The solution of poverty problems in Indonesia

Ø  The improving the quality of
Education in Indonesia,

One of the ways to solve the poverty in Indonesia
with the improving of the quality of Education that exists in Indonesia,
because the education will increase the Human Resources which resulted in an
understanding of science and technology. 
So, the people can recognize the potential of himself and can produce
things that will be making money for a decent living. And finally, the poverty
is over.

Ø  Doing
equitable development.

The Government should increasingly vigorous in
building remote areas so as to improve the quality of life of the community so
that it will be creating jobs and reduce the poverty in Indonesia.

Ø  Run
the Pancasila as the cornerstone of national development in solving the
poverty.

Pancasila as the national ideology of Indonesia
already should be the cornerstone in taking any decision, because basically,
the Pancasila has been in accordance with the community’s culture of Indonesia.
Especially in solving the poverty as contained on of the 2nd and 5th principle.

Ø  Run
civic education as a cornerstone of national development in resolving the
poverty.

Civic education as an educational method to instill
the values of Pancasila and understand the constitution of the 1945
Constitution in the Republic of Indonesia, it is right for the government and
society to run the legislation well.

FINAL

3.1 Conclusion

The
poverty is a classic issue in Indonesia, the poverty in Indonesia caused by
some factors are a low level of human resource, a bad quality of education, the
inequality of economic and development, and also a large number of the people
in Indonesia.  then the other one that
caused the poverty in Indonesia is according to perspective of Pancasila that
is not running well the principle of Pancasila which is the 2nd principle is “Justice
and civilized humanity” that means the state has to guarantee the right of the
public to get a decent livelihood with the fair and civilized,  and also the 5th principle “Social Justice
for All of the People Indonesia” in that case the Government has to be fair to
the rights of the society and otherwise the society must obey the Government’s
rights. In civics education perspective that the poverty is caused by not
running well the constitution of UU No.13
Tahun 2011 about the poverty, and in UUD 1945 chapter XIV about the
national economic and social welfare which contained in Pasal 33 and 34.

3.2 Recommendations

In
handling poverty in Indonesia, it can be done by stating the quality of
education, equitable the development and the economy, instilling values and
running each line of life Pancasila, and inculcate and run a life based on
Citizenship education, and embed a real life based on civic education.
