WCS process The main stepwise processfollowed by WCS is the following:·     The Central Government sets the country-levelenergy savings target.

·     The Scheme Administrator issues the rules (e.g.compliance timetable, eligibility criteria, protocols and baselines forquantifying energy savings, controls for maintaining the integrity of thesystem, monitoring procedures for non-standard measures) of the scheme as wellas the guidelines that all the participants will follow, appointing a body incharge of the project assessment process and an entity in charge of developingand managing the certificates platform.·     Obligated entities (energy suppliers,distributors and retailers) implement eligible additional energy savingmeasures within their own operational boundaries or in end-users’ assets togenerate energy savings that can be certified.·     A project assessment body performs a validationof the information provided by the energy saving measure developer, oversightthe compliance of the activities with the scheme’s rules. Depending on themeasure (and if required by the scheme), a site visit is performed where themeasure is taking place.

If the measure implemented meets all the scheme’srequirement (e.g. additionality) the savings attained are certified.·     The Registry Operator issues the number of certificatesapproved to the entity developing the energy saving measure.·     Obligated entities are entitled either to sellto other obligated entities their surplus of certificates or to buy theirshortfall of certificates to meet their own targets.

If an obligated entitydoes not match its energy saving requirements with an equivalent number ofcertificates, it will have to pay the penalty stated by the Scheme Administrator.·     Once the compliance period is over, the SchemeRegulator reassesses the scheme’s goals for the following compliance period andmakes the corresponding amendments (if needed).
